[UMN_MAPSERVER-USERS] Using a web image as a map layer

Anybody know how to use an image off the web as a map layer?
I'm thinking of an image that's updated periodically - such as:

http://www.intellicast.com/WeatherImg/Satellite/world.gif

Ideas? (simple ideas?)
