Thanks. I think that really answers my question. Having mapserver 4.8.1 should not be a big difference at all from mapserver 4.8.4 (the one I was trying to install). And yes I am on a Windows machine.

Sure, for Windows, Maptools.org provide a MapServer binary outside of MS4W
package.  Look for mapserver-4.8.1-win32-php5.1.2.zip at
http://dl.maptools.org/dl. I think that's the most recent version available
for windows.  If you're looking for Linux binaries, check here:
http://mappinghacks.com/rpm/

If you are on Linux, you're better off compiling MapServer from source.
Precompiled binaries might include libraries that conflict with those already
in your system.
