Regarding the legend please try:
SaveLegendToImage("My Map", "c:\\images\\legend1.jpg", "JPEG", {{"Quality", 70}} )
This will be in the interface in future versions.

- It has been my experience that currently none of the major GIS brand names have successfully combined GIS with graphic design tools. To their defense, it's a difficult task to be jack of all trades and still specialize in one thing - ESRI's trying real hard but the price points are ridiculous. The irony of this is that they've focused so much on the technology behind the software that they've forgotten the art and appeal of cartographic published works. On a personal note, I publish large cartographic maps/poster that I build in Maptitude but create the final graphic in Corel Draw/Paint. The draw back is that I have no formal training in graphic design and therefore it takes me a lot longer to accomplish what I'm sure would take a trained professional half the time.
- Anyway, this disconnect between GIS and graphic design is an issue with me but to get back to your question; If price isn't an object, use ESRI's ArcGIS with the Publisher module; second runner up would be MapInfo 7.8. Both provide a very stable platform and offer more tools that lend themselves to the popular graphic design techniques and tools but still not as robust as Adobe or Corel.
