You may want to look into Maptitude for Redistricting.  Depending on your resources
If you want to do it manually you can always create your own areas on a new layer. 
If you are using Census Blocks and the districts are following those lines.  Select all the blocks in your area ... export them to another file.....  close the block layer  ..... open the new block layer that you just created....   and in the map edit toolbox  you can join the blocks into several different 'districts'.   Before you start you may want to make several copies of the  export file   in case of an  error   you don't  have to start from scratch.
