I work in commercial real estate.  We use demographic data to predict annual
rev for potential retail sites.  I not sure how the government uses GIS.  I
assume for planning purposes.  In retail, it's location, location,
location--so knowing the demographics, traffic flows, and competitive
landscape of a given area is extremely valuable.  Hope this helps,
