select all the counties in Il   maybe the easiest is to open the county high and state high.   set to county.....  select each one within the state lines by holding down the shift key and clicking on each. then Tools>Export       Selection      Standard Geographic    include built in data    OK    Give it a name   "Illinois Counties"     OK BTW  I grew up there.      what parts you in?
