If you do not want create a new layer of IL counties you could achieve the desired visualization through selection sets and their respective settings. First create a simple selection set on the State High layer and set its style to have the same border as the layer but with no fill. Then simply make sure that your County High layer has a fill style. Finally, just make sure that your state layer is on top of your county layer. Once you have done these few simple steps, simply select your desired state with the select tool. (After a map refresh) Your counties will "show through" your state layer, leaving a nice background of the surrounding states. This is especially convenient if you need to achieve this kind of visualization in different states. Hope this helps. A J
