In Arizona they used Maptitude.   their site   http://azredistricting.org/  has many downloadable maps that can be put into maptitude and viewed. 

It also had an online interactive section but I'm not sure if that was done with  Maptitude for the Web
The office I was in decided to give it a try and submit areas  but it is not for the faint of heart.  It's like a Rubik's Cube   one move the others change.  The setting up of 'seeds' (protect the incumbents)  is kind of neat though.  We were using the Autodistrict  which , at the time,  came with  TransCad.  a bit pricey for what we were doing but got quite a bit of education using it.  May want to contact the AZ redistrict  commission and speak with them directly about their experience.
