While no system is perfect, Maptitude for Redistricting is head-and- shoulders above the rest when it comes to GIS legislative redistricting projects.
I worked as a freelance consultant throughout New York State from 2001 through last year, focusing primarily on redistricting contracts - at all levels from Town Council to Congressional districts. I started by evaluating the various GIS packages and quickly found that Maptitude had the best integration of tools available for redistricting. As I say, nothing is ever easy or perfect, and Maptitude does have its weaknesses from a GIS standpoint, but it's second-to-none on redistricting. It's hard to "discuss examples or problems" without knowing the specific environment in which you plan to use it.
