Hi Group:

If you change the map projection to be a local coordinate system:

Click Edit-Properties on the map window.
Uncheck Auto-Projections.
Click Change Projection.
Click the Coordinate System Tab and choose a system that is appropriate for your region.
Click OK. Click OK.

You can then specify a grid in "distance" units rather than degrees:

Choose Tools-Geographic Utilities-Create Vector Grid.
Choose Cover the map window with a fixed grid spacing
You can now define the grid cells using the units for your coordinate system.
