Dr Dilger:
I would suggest that you try to get a list of the traffic zones which make up the CBD as defined by the metropolitan planning organization (MPO) for each metro area.  Traffic zone boundary data can be extracted from the TIGER file using Maptitude.  Perhaps their is a summary table of comparative CBD data compiled by the Journey to Work staff at the Census Bureau or elsewhere in FHWA, UMTA or other federal agencies.  The Urban Transportation Planning Package (1990) data and Census Transportation Planning Package data (2000) may have the CBD summary data you need.
