With this Maptitude 6.0 "Create Districts" tool you can quickly merge selected counties (you can use the Select by Pointing tool to select: http://www.caliper.com/Video/Maptitude/Video-Selecting.htm <http://www.caliper.com/Video/Maptitude/Video-Selecting.htm> ) in order to have a single boundary.
