Why not go to the original source? The Census TIGER files are free, and Maptitude can import both them and the redistricting data without too much fuss.
You don't mention what type of system you are running Maptitude on, or which state you were trying to import. I'm guessing California or Texas, given your concerns about memory issues. Just as a test, I imported the TIGER 2010 Texas tabulation blocks with Maptitude. Building the topology took the better part of a day even on a pretty fast machine (I wish Maptitude supported hyperthreading).
