Neither. I'm agreeing with moving details specific to particular
authentication messages into drafts other than the main draft or into
a registry[1] maintained by IETF or IANA. That imples that

 - authfailure-report modifies ARF
 - dkim-reporting refers to but does not modify authfailure-report
 - spf-reporting refers to but does not modify authfailure-report

[1] In particular, the two IANA registries mentioned in section 6
    of RFC 5965
