This version comes to you from the MAAWG meeting in San Francisco, where John, 
Barry and I happen to have found some time to sit down and discuss the changes 
John wants to see.  He's happy with this version and I think it's reasonable to 
initiate a second Working Group Last Call on this one.  As Barry will be 
shepherding, I'll let him make that announcement formally.

Early reviews and comments are welcome, of course.  If you'd like to see the 
changes it contains, see the datatracker and look at the History tab:

I think the plan is to have this WGLC complete in time to get it on a telechat 
before the Paris IETF meeting, so please review and comment sooner rather than 
later.
