The approvals had conditions, including that the two companies, when they combine with their acquisitions, freeze the wholesale prices they charge competitors to lease high- capacity business lines for 30 months. Also, for two years, Verizon and SBC agreed to provide high-speed DSL service to in-region customers without requiring those customers to also purchase circuit-switched voice telephone service.
