Sam Brownback (R-Kansas) said. Brownback suggested the legislation becomes a top priority after a new study released by the Parents Television Council said children's programming contains sexual content as well as numerous violent scenes. The Senator also said that increased fines will "send a signal to the industry" because broadcasters are complicit in marketing adult material to children.
