TOP STORY - A day after AT&T and BellSouth announced plans to 
merge through a $67 billion deal, Federal Communications Commission 
Chairman Kevin Martin said he's looking forward to reviewing "the 
applications expeditiously" that will be tied to the transaction. "The 
FCC's primary responsibility is to determine whether the proposed 
transaction is in the best interest of consumers. We will carefully weigh 
the information presented, examining any allegations of specific harm in 
individual markets and the potential benefits for the deployment of new 
services," he said in a statement.

Wall Street took notice of the telecom mega-deal: Bear Stearns raised 
its rating on BellSouth from "peer perform" to "outperform" and Soleil 
dropped its rating on AT&T from "buy" to "hold" --- Price hikes for 
telecom equipment: Andrew Corporation said it will apply a surcharge 
to sales of its wireless cable products effective April 3 to help offset the 
continued rise in the cost of raw materials, and CommScope announced 
a price increase for selected enterprise fiber optic cables, citing the cost 
of materials as well as dramatic increases in energy and transportation 
costs --- SkyStream said FastWeb, operator of the largest IPTV service 
in Europe with more than 160,000 video subscribers, has deployed its 
Mediaplex-20 headend system.

The Week Ahead

The Senate Commerce Committee on Thursday will take up the 
nomination of Robert McDowell for a seat at the Federal 
Communications Commission. If and when confirmed, McDowell would 
give FCC Chairman Kevin Martin the Republican majority he needs to 
work on key issues at the Portals --- TiVo reports quarterly results 
Wednesday.
