However, the draft does not contain build-out requirements, a mandate opposed by the Bells and supported by key Democrats and cable. Cable would gain access to the same national franchise rights in local markets when a competitor gains such rights locally or the previous franchise ends and without a 15 percent penetration test wanted by Democrats, who also wanted a uniform pricing requirement." --------------------------------------------------------------------- PrimeTime Players --------------------------------------------------------------------- Close Pts. + % Chg 52-Week T 27.26 0.24 0.89 % 21.79 - 28.82 BLS 34.91 0.36 1.04 % 24.32 - 35.25 CVC 26.40 - 0.25 - 0.94 % 22.50 - 33.90 CBS 24.44 0.02 0.08 % 23.85 - 27.45 CCBL 8.50 0.55 6.92 % 4.77 - 8.82 CHTR 1.04 - 0.03 - 2.80 % 0.88 - 2.00 CSCO 21.57 0.24 1.13 % 16.83 - 21.90 CMCSA 26.50 0.37 1.42 % 25.35 - 34.50 CSGS 22.93 0.02 0.09 % 15.74 - 24.76 DTV 16.09 - 0.01 - 0.06 % 13.17 - 16.79 DISCA 14.89 0.34 2.34 % 13.51 - 16.30 DISH 29.26 0.23 0.79 % 24.44 - 32.33 GMSTE 3.00 0.02 0.67 % 2.24 - 4.51 GE 33.93 0.33 0.98 % 32.21 - 37.34 IACI 30.61 0.64 2.14 % 23.49 - 55.50 L 8.09 0.02 0.25 % 7.59 - 10.64 LBTYA 19.83 0.31 1.59 % 18.21 - 52.32 MCCC 5.83 0.00 0.00 % 4.75 - 7.59 MSFT 27.02 0.12 0.45 % 23.82 - 28.38 MOT 22.77 0.83 3.78 % 14.48 - 24.99 NNDS 50.93 0.94 1.88 % 29.27 - 52.92 NWS 17.49 0.01 0.06 % 14.76 - 18.18 OPTV 2.96 0.03 1.02 % 2.07 - 3.45 OUTD 9.87 - 0.17 - 1.69 % 9.10 - 17.49 PAX 0.94 - 0.01 - 1.05 % 0.37 - 1.56 PLA 13.92 - 0.14 - 1.00 % 11.80 - 15.88 Q 6.89 - 0.14 - 1.99 % 3.30 - 7.48 SSP 44.85 0.11 0.25 % 44.36 - 52.91 SIRI 4.99 0.05 1.01 % 4.36 - 7.98 STM 17.94 0.28 1.59 % 13.96 - 19.90 TWX 16.79 0.05 0.30 % 16.10 - 19.00 TIVO 7.24 0.19 2.70 % 4.56 - 7.75 VZ 35.02 0.47 1.36 % 29.13 - 36.25 VIA 39.27 0.60 1.55 % 37.68 - 43.87 DIS 27.86 0.77 2.84 % 22.89 - 29.
