TOP STORY - AT&T said it would spend $1 billion on its fiber roll out in 
California, which will support the company's IPTV services. The money 
is part of $4.4 billion AT&T has earmarked for its Project Lightspeed 
initiative between now and the end of 2008.

At the Bell

GameTap, the broadband entertainment network from Turner, today 
unveiled "GameTap TV," which features a mix of new channels and 
shows and more than 250 videos on demand --- New York non-
commercial public radio station WFUV said the Federal Communications 
Commission renewed its FM broadcast license --- RGB Networks 
released its high density Broadcast Network Processor for grooming and 
digital program insertion.

Blair Levin of Stifel Nicolaus on a House bill aimed at reforming the 
video franchise process: "The legislation would allow the Bells to bypass 
local franchising authorities, while requiring them to pay franchise fees, 
support PEG channels, comply with public rights-of-way and consumer-
protection requirements, and to not discriminate against groups based 
on income. However, the draft does not contain build-out requirements, 
a mandate opposed by the Bells and supported by key Democrats and 
cable. Cable would gain access to the same national franchise rights in 
local markets when a competitor gains such rights locally or the 
previous franchise ends  and without a 15 percent penetration test 
wanted by Democrats, who also wanted a uniform pricing requirement."
