It is not nessassary, that his goes "hand by hand", by-laws of the foundation will take more time and ( I believe) even more discussion, but this can be done independent of the structure and a "Fondation Committee". This should be start working immediatly - and local homepages should be settle up include all names of people, who are responsible for local activities.
