Ubuntu had an ideastorm-like app to address issues and promote the most popular solution through votes. Not sure if you seen it. I think google translate has an api to on the fly locales. This can help us push the solutions across different languages.
This will also be incorporated into the LO Drupal site. It is already being worked on by the LO Drupal Web. Team and there is a lot of member interest that has been expressed at having this capability build into the site.
