If it is called a smart phone, then it surely can deal with these things. Those codes predate the smart-phone era. You need a camera on your phone and a utility program that decodes the barcode. Of course you could add all the information that is in the code to plain text and have the user type it in. It is a gimmick that makes people curious, makes people scan the code just to see what is encoded.
