thanks a lot for writing this letter, and for sharing it with us! You may also be able to attack this call for tender via the EU angle. Given its size, it should be well over the threshold for posting on ted.europa.eu. I couldn't find it there, but perhaps you can. If you can find the tender document in English, then we might be able to help you identify any possible clashes with European regulation. We could then lobby the EC to have the tender cancelled. The first thing we'll look for is whether it mentions any brand names of proprietary software products.
