A couple of years ago I started putting together a lengthy seminar for
my employer, NASA/JPL, to explain why ODF and OOo (this was pre-LibO)
were good things to support throughout the laboratory. I never finished
it, but I was thinking of revamping this for LibO. If anyone wants to
help contribute, let me know.
The major enticement I see for use of LibO for government are the
federal regulations on document retention. These require documents be
retained and accessible for certain lengths of time. ODF shines in this
area (open standard with good support from multiple applications), OOXML
doesn't, and MSO doesn't either.
There are also some good TCO arguments and cross-platform arguments,
which I think resonate well in a diverse IT environment. I am
absolutely convinced that the U.S. government could save quite a bit of
money, without sacrificing quality, by moving to LibO.
