I would contend that no socialist movement or party anywhere has ever achieved success except on the basis of concrete policy proposals. The October Revolution succeeded on the basis of Lenin's promises of peace and bread, which in a country that was suffering as the result of a long war, was about as concrete as one could get. I doubt that socialists have ever succeeded anywhere because people were enamored with the idea of socialism as an abstract ideaL.
