Funny thing, Vladimir's response showed up in my inbox before LP's post linking to the article. In all fairness, that, the supposed "bloodthirsty" nature of the Vietnam is not the point of the article. The point of the article is that deep and persistent wounds of the war upon the population, the land, the entire ecology are being glossed over, suppressed in order to avoid upsetting foreign direct investment. I don't think that's a big surprise to anyone, and I also don't think that policy is quite as uniform, and impenetrable as the article indicates. There have been significant strikes and protests in Vietnam.
