I think that Trump's hinting around that he might not accept the election results if he loses suggests to me that he's likely to be holding out for blanket pardons from both President-Elect Biden and from Governor Cuomo. Trump's ace in the hole is his rabid base which he could easily rile up and cause much trouble.Given that we already have the precedent of President Ford pardoning Nixon, I don't think there is anything implausible about Trump demanding and receiving pardons in exchange for a peaceful transition of power.
