My experience with organizations large enough to have committees, or working 
groups, is that the committees do specific work and then report back to the 
main group. They're not supposed to make their own policy.

With DSA, it doesn't look like they function that way. Take the case of the 
AFROSOCialist group cancelling the talk by Adolph Reed Jr, that had been 
arranged by the NYC/Philly chapters.
