Classical performances are a profitable and jealously guarded commodity even when the works performed are in the public domain. On the other hand, putting together an orchestra and/or a chorus to knock out a few snippets of The Pearl Fishers or whatever might be a very expensive and time-consuming procedure. In many cases, I'm sure, it would make better commercial sense to pay for a few "needle drops" of somebody's previous work. On the other hand, there's a lot of talent going begging out there, so I imagine for a bit of custom chamber music or solo work, it might make more sense to hire musicians specifically for snippet work. There are probably completely unknown conservatory students--and for that matter first-or second-desk big-league players who go in for a bit of moonlighting--who could do you a bit of solo or small-ensemble work for a reasonable fee, but for the bigger stuff, perhaps not.
Given the vast sums wasted on advertising so-called "creativity" I suspect that these costs may be less of a factor for the really big-time wasteful corporate ego-buffers than might at first glance seem to be the case. Top-tier advertising, I suspect, spends a lot of money on production and no doubt wastes a good bit of it.
