4. And finally, from Personal experience as of July 11, 2021:

After June 1st (in plain hurricane season) when Luma took over the Transmission 
and Distribution of the PR Energy System, the result has been what was 
previously predicted, a disaster. Higher rates, power outages and uneven 
voltage, failure of Luma to repair breakdowns, inadequate communication with 
customer service, indignant mistreatment of PR workers who have been moved to 
jobs in other public agencies for which they were not trained while the few 
workers who Luma has don’t have the necessary skills, bringing workers from the 
US who do not know the area and the special circumstances of a faulty 
electrical system in a mountainous island with many water bodies. 

This has resulted in a very dangerous situation including the burning of 
houses, electric household equipment breakages, spoiling of food after days 
without energy, hardship to the elderly and people with certain illnesses who 
need electricity to power special equipment, etc. In some areas where the flow 
of water depends on electrical pumps, the residents have also been without this 
precious liquid, at a time of a Pandemia when hygiene is so essential! Those 
who can afford it are buying solar systems or electric generators, but the 
majority of the population cannot afford either and are at the mercy of an 
unresponsive local government who does not care about their wellbeing and the 
US Congress-imposed Fiscal Control Board, who actually IS the de facto 
government here who has imposed this contract.

Personally, I had to install voltage regulators in all my household equipment 
to prevent their damage due to the unstable energy. And remember that in PR we 
are subject to the Jones Act which makes us use only US shipping, the costliest 
in the world, thus increasing the cost of these items.

The fight against Luma's contract continues. We are living the ravages of a 
poor service and thousands of Puerto Ricans without electricity in a daily 
basis because Luma does not have enough personnel with the necessary 
experience. In addition, the policies of continuing to depend on fossil fuels 
are part of the business policy of Luma and its parent companies Quanta 
Services and ATCO. We have prepared a letter to the U.S. Congress requesting an 
investigation about the allocation of billions of federal funds to this company.

 For this reason we ask all organizations, institutions and people who can, 
endorse the attached letter.
