True. But it is only in the advanced capitalist democracies that workers have 
had the (circuumscribed) right to organize independent unions and to strike.  
Communist states, dating back to the Bolsheviks under Lenin and Trotsky,  
banned strikes  and regarded the unions as adjuncts whose purpose was to help 
educate and mobilize the workers to move forward towards socialism. They were 
criticized from the left by anarcho-syndicalists and council communists for 
prohibiting independent trade unionism.
