Interesting. I don't reject development or modernization (which is left 
somewhat undefined). It's all about the "how".

There generally is a different form of investment by Imperialist Russia and 
China. Chinese investments tend to be investments in real physical development 
(railroads, roads, mines, housing, schools, etc)...the way 
Imperialist/capitalist investment was seen up through and past the end of WWII. 
IMF/World promoted speculative and cash-flow investments (think investments in 
agriculture purely for the goal of export to receive cash to pay off the same 
loans and other debt resources). So, one can find the Chinese investing in 
public health infrastructure of wider investment. Likely no one will find 
Western Imperialism even seeing this as an "investment" since the strings 
attached to those loans require cut-backs in public spending, like in 
healthcare.
