While the "Cold War" was between the U.S.A. and the U.S.S.R. and it was a confrontation between a workers state in the U.S.S.R. and a capitalist one, the term itself is applicable to any conflict between any states regardless of social system. The U.S. beligerancy toward China (brought on in some places by presenting the condition of this cold war on a silver platter to the U.S.) is in fact a "cold war"...regardless of one things of China being "socialist" or not.
