No, they have to respond, that's all. Sure, it can't be a wimpy response but it can't BE stronger since the Lebonese don't have a way to really deliver such a strike as Israel has been doing for the last week. Much of Hez. missiles were wiped out in these Israeli Air Force raids. They still have a lot but missiles are of limited value if they can't accurately be guided to their targets.
