Mike's response is definitely on the right track, though I think it has to go beyond talk.
We have to remember that the Fugitive Slave Law was a national imposition on the citizens of non-slaveholding states to enforce slaveholding by returning runaway slaves. This is like a national abortion ban. People will defy that and assist women who need to get out from under that law. We should be prepared to assist in that. That would be real resistance.
