I think that the reason GIs ultimately started refusing to fight was an outcome
of the antiwar movement. The more enlightened antiwar groups reached out to
GIs by establishing coffee houses in base towns and organizing lawyers to
support soldiers against disciplinary actions for their activism.
That was in contrast to other groups that verbally attacked and denounced GIs
during: "At an international conference in Cuba in the fall of 1968, [George]
Murray affirmed Panther support for the North Vietnamese, telling the crowd
that every American soldier killed in Vietnam was one fewer they had to deal
with at home.

I couldn't find the reference that Harris gives so I asked ChatGPT: 'However,
there is no verifiable record of Murray explicitly stating that every U.S.
soldier killed in Vietnam was “one less to deal with in the United States.”
Such a statement would have been highly controversial and is not documented in
credible sources.' Not to smear the Panthers or their former Minister of
Education, but I remember the sentiment of other groups that blamed the war on
the victims who were fighting it.
