i was interested in the paper for the same reasons as you, but also wanted to better understand capture/recapture (CR) methods for use where sampling isĀ  problematic.

first i looked a bit at the history of the method, which two different authors claim goes back to Laplace's estimation of France's population:

for the case at hand, i would like to have seen better discussion of the details of how each of the three lists were constructed. several analyses of the use of CR in war zones:

help to understand what the requirements on lists are for a successful CR analysis. is appearing on any one of the three lists as random as catching fish in a pond???

but on a strictly Venn diagram POV, the lack of overlap amongst the three lists suggest under-reporting is likely.
