What the fuck??

It was just last Friday that the Minister of Commerce said the government
would supply fuel to "key sectors" - like the tourist industry - "to ensure
the foreign exchange necessary to fund other basic programs," Perez-Olivia
said, adding, "If we don't have the income then we won't overcome this
situation." (Reuters, February 6).

What happened to the "guaranteed" fuel? This doesn't cause me to have an
abundance of confidence in the rest of 'the plan', and I can imagine the
Cuban people feeling the same way.
