With good reason. College and university graduates - so-called “professionals”
- do not collectively constitute a unitary and coherent Professional Management
Class or an intermediate stratum with distinct interests of its own.

Most professionals are workers employed in large and highly stratified public
and private sector bureaucracies. They do not have authority over other
workers, and they have the right to join or form unions in many jurisdictions
outside the US. When they exercise the right to bargain collectively in their
own occupational units or as part of a broader one, they become increasingly
conscious of their status as unionized workers.

A much smaller number are supervisors and fewer still are managers.  Those
professionals who supervise other professionals and/or support staff may or may
not enjoy union rights. That right is frequently contested between management
and unions and decided by labour boards. The usual litmus test is whether these
employees can unilaterally  hire, fire, and discipline those they supervise
without approval from higher levels or personnel departments.

The narrow management cohort comprising the most privileged professionals at
the top of the hierarchy has a contrary interest -  limiting rather than
improving the pay, benefits, rights and other demands of the trades, clerical,
and professional workers under their control. Though they are also salaried,
the accumulated wealth from their stock and bond holdings tends to further
reinforce their identification with capital.
