Qassam Muaddi has a remarkable article in today’s Mondoweiss on the unlikely alliance which has formed between between Muhammad Dahlan and Hamas. Dahlan was head of the PA’s secret police and widely accused of torturing Hamas militants before he and the PA were violently expelled from Gaza by the victorious Islamist organization in 2007. He then broke with Mahmoud Abbas and the PA and settled in the United Arab Emirates (UAE) where he has long since been regarded as the Palestinian leader most favoured by the US and Israel. Muaddi says the Hamas-Dahlan alliance is positioning itself to become the alternative to the discredited PA as a future Palestinian administration under Trump's Board of Peace plan for Gaza. Dahlan was reportedly instrumental in developing the plan. “"Both Hamas and Dahlan have their main support bases in Gaza, at precisely the same moment that Gaza has now become the center of gravity of the Palestinian cause”, Muaddi writes. "To the U.S., resolving the question of the future of Gaza is important to move on with the normalization efforts between Israel and Arab countries, which are themselves important for larger economic mega-projects in the region.
