We already generate such a sample UI. When you create a mashup using the
Admin console, skeleton code is generated for both the javascript
service and the associated custom UI. If you decide to save both at that
time, you are good to go.

I'm afraid we don't have this type of functionality on the board right
now. We may add it in a future release. Right now what we want is for
the users to use their local mashup server as a sandbox to
create,test,break and debug their mashup and when they are happy with
their creation to upload it to mooshup.com in a single step.
