Incorrect order in validating mandotary fields

1. Enter the username only and press "Register" -----------> it tell you to
enter the 'capture text'
2. Enter the 'captuer text' and press 'Register"---------> Now it tells u to
that all the other fields are missing
Shouldn't it validate the madotaory fields in the order they appear in the UI.
