No. That message is almost certainly because the svn client program is
trying to read its config files, and for some reason finds the wrong
home directory. Without having checked how the svn client looks that
up, my first guesses would be the HOME and USER environment variables.

Have you considered using the Subversion Perl bindings instead of
calling the external client program? If nothing else it should be
considerably faster.
(And all of this has nothing to do with Mason, of course).
