session id doesnt exist in the cookie.. so I'm wondering if somehow something is getting cached on the server? Would me having mod_perl as a DSO cause this type of behavior?

Nope.

What mod_perl as a DSO does is cause seg faults if your perl is not using the system malloc.

http://www.masonhq.com/?FAQ:Installation#h-why_am_i_getting_segmentation_faults__or_silently_failing_on_startup__

which in turn points to

   http://perl.apache.org/docs/1.0/guide/install.html#When_DSO_can_be_Used

ie. this really doesn't look like it has anything to do with your problem. Which I'm afraid I don't have a constructive answer for.

PS. This purely mod_perl issue was a thorn in Mason's side for what seems an eternity and frankly made it much much harder for Mason to gain converts seeing that a few small ISPs aside, you a) had to have sufficient access to recompile Apache and mod_perl and b) you had to know how to go about doing the former.
