On my develoment environment, it appears that Apache::Reload has got
problems as well with modules that have a "use fields" (this throws an error
like " Can't use an undefined value as an ARRAY reference "), and so, I have
to restart the server to make the module load OK.
Anyway, in a production environment, I discourage the use of Apache::Reload
which, though useful, causes a performance penalty.

There's Apache::Reload. It doesn't work in all situations (intermodule
dependencies can sometimes throw it), but it may help.
If speed isn't an issue, run in script mode or with ModPerl::PerlRun as
your
handler.
