Of course, from my point of view, 15 seconds won't make a big difference, but it really depends on the situation.
Do you think a website like Amazon could afford a 15 seconds stop? And moreover, when stopping the server, you're losing everything that was in cache memory...
 
So, I can understand people wanting to fin solutions to this problem.

As far as restarting apache , to me  that isn't that  big of deal. What I do is make a small modification to apachectl's reload method to stop the server, clear the cache, then start the server, is 15 seconds or so that big deal? Then in my projects make file, I call apachectl reload..
