just grasping at straws here, but is it possibly a pathing issue, ie is the href in the link tag appropriately pathed? in firefox there is an option under the tools menu for viewing "page info". if you go to the links tab, you can see what firefox thinks is the full url for the stylesheet.
i know you said that you have successfully loaded the stylesheet in the browser, but i presume that you did that by keying in what you already know to be the correct path to the stylesheet in the address bar. i just wonder if the browser has some funny notion of where the stylesheet is located. and speaking of browser funniness, is it possible that content-type header is being set incorrectly for the stylesheet, and the browser is choking on that?
