I verified that I have mod_perl 1.29 installed via the PPM console.
They had a FAQ about not finding an object method:

It indicated that if I do this:
perl -MModPerl::MethodLookup -e print_method instance
Perl would display the package I need. But, instead, I got this:
Can't locate ModPerl/MethodLookup.pm in @INC (@INC contains: C:/Perl/lib
C:/Perl/site/lib .).
BEGIN failed--compilation aborted.
Is my mod_perl install messed up?
