On Win32, if you're using Apache/1.3, then you'd need to
install the libapreq ppm package:
   http://cpan.uwinnipeg.ca/dist/libapreq
If you're using Apache/2.2, then you'll need the libapreq2
ppm package:
   http://cpan.uwinnipeg.ca/dist/libapreq2
For Apache/2.0, the corresponding ppm package
is called libapreq2-2.0.
