I could disable the submit button using javascript when it was clicked and
at least stop it being clicked after the first time.  Any javascript  check
failures would re-enable the submit button until the submit took place.

Probably not.  There are a lot of ways to accomplish this.  This was just

The downside to this method however is the response the client gets to
their
credit card submission is from the merchant, and not you, the service
provider.
